Written Answers. - Savings Scheme for Home Repairs.

125 Mr. Leonard asked the Minister for Finance if he will consider introducing tax-free saving schemes (details supplied) to help pay for home improvements which would give a major boost to the construction industry and which would extend the life-span of private property. [21699/96]

The Deputy will be aware that the State already provides significant assistance towards the purchase and improvement of private housing. In order to encourage house construction and increase the housing stock, first-time buyers of new houses are assisted by the £3,000 new house grant and enjoy a complete exemption from stamp duty except in relation to the site value of houses with a floor area over 125 square metres. In addition, support is available to those taking out residential mortgages through interest relief for tax purposes which helps reduce the burden of loan repayments. Also, there is a capital gains tax exemption for the disposal of principal private residences and there are special tax reliefs for residential accommodation under the urban renewal scheme.

In view of these factors, I am satisfied that there is ample State support given to the housing sector and consequently I have no plans to introduce any form of tax-free savings schemes for home repairs.
