216 Mr. Davern asked the Minister for Agriculture, Food and Forestry when headage premia payments for sheep and cattle will be made to the farmers on the Galtee mountains, County Tipperary. [23969/96]

In the Galtee mountains area a small number of sheep and cattle headage applicants have not been paid because of problems with area aid applications. In one case the local office is awaiting an RSI number. Every effort is being made to have the outstanding problems resolved with a view to making payments at the earliest possible date.

As part of the integrated administration and control system, an EU requirement governing all CAP compensatory payments, Ireland was committed to developing a new area aid related land parcel identification system — LPIS — in 1996. In order to clear area aid applications, which in turn allow payments under the various arable and livestock applications, a cross-check has to be carried out against the land parcel identification system.

Given the increased levels of checks and controls associated with the new system it was inevitable that some delay in making payments, when measured against the 1995 performance, would arise. The simple fact is, however, that Ireland must comply fully with the additional controls associated with the introduction of a computerised land parcel identification system.
