Adjournment Debate. - Homeless Persons' Unit.

I understand matters have progressed somewhat since I tabled this matter yesterday. Earlier this week staff in the Eastern Health Board unit in Charles Street who care for homeless people walked out because of a risk to the health and safety of staff and clients. I understand a staff member was injured in an incident at the unit.

We are all aware of the good work carried out by the homeless person section of the health board who each week care for approximately 600 people who are in need of bed and breakfast accommodation and supplementary allowances to survive. I hope all homeless people were able to secure accommodation in the past couple of nights, as ground temperatures in some places last night were minus 10º.

Work in the Charles Street unit has increased significantly recently because of the increase in the number of asylum seekers. A member of the Refugee Agency stated on radio yesterday that up to 30 asylum seekers arrive on our shores each day, many of whom end up in the homeless unit in Charles Street. While I am sure the Minister will outline the short and long-term measures proposed for the unit, it reflects badly on industrial relations if staff have to walk out before new offices and five or six additional staff are provided.

I accept the difficulties associated with asylum seekers is being examined under the homeless initiative introduced by the Minister. Refugees and homeless people must be segregated and I hope long-term measures can be introduced to deal with this problem. The building in Charles Street is not suitable for clients or staff. I congratulate whoever was involved in getting the matter resolved speedily and hope the Minister will spell out details of the short-term and long-term measures proposed for the unit.

The withdrawal by staff of the service provided at the homeless persons' unit at Charles Street arose as a result of staff concerns regarding the working conditions at the unit. These have been exacerbated in the past six months, in particular, due to the large increase in the number of asylum seekers seeking a service.

The staff withdrew their services last Tuesday morning following a rejection on Monday night of proposals put forward by the Eastern Health Board. The board instituted an emergency referral service immediately and established a free phone help line on Tuesday afternoon, thus ensuring the needs of service users would continue to be met. I am pleased to announce that proposals for a resolution of the dispute put forward by the Eastern Health Board last night to the workers have been accepted and that services resumed at Charles Street at 2 o'clock today. I am confident that the settlement proposals agreed between the Eastern Health Board and the staff will provide an enhanced level of service at the unit.

I want to avail of this opportunity to inform the House of my Department's commitment to the provision of the full range of medical services to asylum seekers and refugees through the health boards. The Eastern Health Board has been providing a counselling service to Bosnian refugees since 1992. This has highlighted the need to develop a more specialised service for persons living here who may be suffering from the effects of trauma, warfare or torture.

For this reason it is proposed during 1997 to establish in the Southern Health Board area a new service for the victims of torture who are refugees in this country. The service will cater for the needs of this client group on a national basis. Funding to establish the service has been allocated in the current year. The Southern Health Board is involved in continuous discussions with my Department to agree the protocol and detailed operational arrangements to apply to this new service.

I know the Minister of State will be dealing with item No. 3. Does he propose dealing with item No. 2 also?

In the absence of the Minister, who may come along, perhaps we could move on to item No. 3 in the names of Deputies Quill and Martin.
