78 Mr. Sargent asked the Minister for Arts, Culture and the Gaeltacht the plans, if any, he has, including precise dates, to transpose into Irish law, European Council Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora; and, if so, the resources, if any, which will be provided to enforce this law. I will shortly make regulations to transpose EU Council Directive 92/43/EEC into Irish law. I had planned to sign the regulations today. However, negotiations with farming organisations on the procedures for implementation of the regulations and, in particular, on the question of compensation have continued for longer than expected, although I am pleased with the level of progress made in these negotiations.

The farming organisations have asked me for a further short deferral to allow them to consult within their organisations on the latest proposals. I favour a partnership approach to conservation and, accordingly, I have agreed to defer signing until 26 February in the expectation of reaching consensus.

The full resources of the National Parks and Wildlife Service of my Department will be committed to implementation of the regulations. The question of additional resources is under discussion with the Department of Finance.
