147 Mr. Kenneally asked the Minister for Agriculture, Food and Forestry the reason ten month and 22-month beef premia in respect of a person (details supplied) in County Waterford have not been paid in full and a balance of 20 per cent held back to be paid at the end of March or early April 1997; if this is a deliberate policy in his Department in view of the pending general election; and if he will make a statement on the matter. The person named applied for ten month special beef premium for 27 animals on 26 February 1996 and was paid an 80 per cent advance premium amounting to £1947.67 in respect of these animals on 11 November 1996. He also lodged an application under the 22 month special beef premium for 11 animals on 23 February 1996 and was paid an 80 per cent advance premium on these animals amounting to £793.49 on 11 November 1996.

Under EU regulations covering the scheme the maximum payment that could be made in the 1996 calendar year was 80 per cent of entitlements. The regulations also provide for all payments to be completed by 30 June of the year following the year of application. Balancing payments under 1996 schemes have now commenced and in line with the charter commitment most should be paid by end March 1997.
