38 Miss Harney asked the Minister for Tourism and Trade if he has satisfied himself that the European Commission has provided sufficient resources to ensure its common commercial policy is fully and effectively implemented; and if he will make a statement on the matter. [6020/97]

I have no reason to believe that the European Commission, within its budgetary limitations, has not provided sufficient resources to ensure that the European Community's common commercial policy is fully and effectively implemented. From my close contacts with the Commission and Sir Leon Brittan during the Irish Presidency. I know that the pressure of work on the Commission in this area is great. However, this has not prevented the Commission from taking a leading role in the World Trade Organisation and in bilateral trade negotiations.
