Written Answers. - National Beef Assurance Scheme.

Ceist:

47 Ms O'Donnell asked the Minister for Agriculture, Food and Forestry the estimated cost of introducing the proposed beef quality assurance scheme; the way this cost will be funded; and if he will make a statement on the matter. [8401/97]

The proposed national beef assurance scheme is a very large undertaking requiring significant resources in the area of technology, communications, administration, certification, testing, etc., and will require the commitment of all links in the beef production and related chains. Initial funding of £4 million is provided in the Vote for my Department for 1997 towards the development of aspects of the scheme. I expect further funds will be required at a later stage for aspects which will be undertaken by my Department. Beyond this certain costs of complying with the elements of the scheme will fall on the various sectors: producers, meat processors, livestock marts and animal feed compounders. It is envisaged each sector will carry its own costs. The full cost of the scheme has not been established.

It must be borne in mind that the objectives of the scheme include reinforcing consumer confidence by raising the standards and increasing the transparency of production and processing. This will enhance the performance of the sector on the home and export markets, with the main beneficiaries being producers and processors.

48 Mr. D. Ahern asked the Minister for Agriculture, Food and Forestry the reason for the delay in introducing the beef quality assurance scheme; and if he will make a statement on the matter. [8406/97]

In the context of Partnership 2000, the Government has agreed to develop, in consultation with interested parties, a national beef assurance scheme during 1997 with a view to full implementation by spring 1998. Discussions on the various aspects of the scheme have been taking place since the end of 1996 and the outline of the scheme is now well advanced. Following further discussions with the relevant parties, I hope to announce details of the scheme shortly after Easter. In this context the development of the scheme is proceeding on schedule.
