135 Mr. Kenneally asked the Minister for Agriculture, Food and Forestry the reason for non-payment of 1996 ten month and 22 month beef premia to a person (details supplied) in County Waterford in view of the fact that everything was in order from the inspections carried out and that the area aid form was submitted; and if he will make a statement on the matter. My Department has no record of having received a 1996 Area Aid application from the person to whom the Deputy refers and therefore, cannot pay the ten month's or 22 months special beef premia for which that person has applied. The fact that the milk quota of the person concerned came to the equivalent of over 39 livestock units means that he cannot be paid the 15 livestock units that would have been allowed by an EU concession had he no milk quota.

In the helpsheet which accompanied the 1996 area aid application forms applicants were advised to retain certificates of posting as evidence of having submitted an area aid form. If the person in this case submits a certificate of posting in respect of his 1996 area aid application, my Department will then be in a position to accept a copy of the 1996 application which, if in order, will permit payment of the premia applications concerned.

136 Mr. Ring asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Mayo will be paid her cattle headage premia for two animals in view of the fact that she is depending on this money and delay is causing hardship. [10840/97]

The person named applied on two animals under the 1996 cattle headage scheme. However, as she failed to comply with clause 20 of the terms and conditions governing this scheme which requires that "each producer must have submitted a 1996 area aid application in order to receive grants..." she is not entitled to any headage grants on these animals.

The person named applied on one cow under the EU 1996 suckler cow scheme. As an area aid application is not required for payment on up to 15 livestock units, she was paid her full entitlement of £140.23 on 20 February 1997.
