81 Mr. H. Byrne asked the Minister for the Environment if his attention has been drawn to the concerns of the 12 family occupiers of Bosheen housing estate New Ross, County Wexford, who had decided to buy out their homes and who feel that they are being penalised in view of the fact that it is the intention of his Department to refurbish the houses not being bought out; if he will refurbish houses in both categories as was the case in other estates; and if he will make a statement on the matter. The council's proposals for refurbishment works to this estate were approved in principle under my Department's remedial works scheme (RWS) in March 1997. These proposals included certain works to purchased houses and the approval was subject to the normal requirement that 50 per cent funding is the maximum which may be provided by my Department towards the cost of eligible works to such houses.

Under the terms of the RWS, purchased dwellings may be included in a project where the local authority considers that the works are necessary to avoid an unacceptable or incongruous result to the refurbishment of the estate as a whole. In the case of purchased houses, the maximum contribution under the scheme is 50 per cent of the cost of eligible works.

Under the terms of tenant purchase schemes since 1988, houses are required to be sold at open market value in their existing state of repair and condition which would reflect any refurbishment works carried out.
