The programme for Government An Action Programme for the Millennium commits the Government to the restoration of real decision making and power to local authorities and local people. In this context, the policies I am, and will be, pursuing, for the renewal of local government build on and develop several of the proposals set out in Better Local Government — A Programme for Change. In other cases, notably the funding of local authorities, I will be bringing forward new initiatives.
