Ceist:

28 Mr. Durkan asked the Minister for the Environment and Local Government the person whose prerogative it is to initiate national primary route road realignment or improvements; whether this responsibility rests with his Department or the National Roads Authority in the first instance; if it is the latter, the criteria which determine the priority list for such works; if it is the former, the considerations which pre-determine the likely priority rating for such works; if the relevant criteria have been applied in respect of the Kilcock-Kinnegad by-pass; and if he will make a statement on the matter. The policy framework for the improvement of national roads is set out in the Operational Programme for Transport, 1994 to 1999, and in particular Chapter 3, a copy of which is in the Oireachtas Library. Within this framework, it is a matter for the National Roads Authority to prioritise and schedule individual road improvement projects and to progress them in co-operation with local authorities. The Minister for the Environment and Local Government is not involved in this process.
