3 Mr. J. Bruton asked the Taoiseach if he will give details of the main points in his speech to the Teagasc Amenity Horticulture Awards in the Botanical Gardens on 6 October, 1997. [16323/97]

As Taoiseach, I attend a great variety of functions and address a large number of different gatherings on a regular basis. Most of these events do not have any major policy import.

Other than in the case of my major policy statements, it would not be the most productive use of Dáil question time to repeat again all the points made in these other statements. Accordingly, I do not believe I am responsible to the Dáil for this type of question.

To be helpful to Deputies, however, I will arrange that all speeches of mine, issued through the GIS, will be placed in the Oireachtas Library.

Does the Taoiseach agree there is very substantial employment growth potential in this area?

Yes. However, I do not believe the House wants to hear what I say every time I hand out a certificate to a graduate or a schoolchild.

The Taoiseach cannot see the wood from the trees in this business.
