43 Ms McManus asked the Minister for the Environment and Local Government when it is proposed to establish the national environment partnership forum promised in an Action Programme for the Millennium; the proposed membership of the forum; its terms of reference; the powers it will have; and if he will make a statement on the matter. It is intended to establish the national environment partnership forum as early as possible in 1998 following a period of consultation with the social partners and non-governmental organisations. This consultation process will provide an input into the determination of its membership, terms of reference and working arrangements.
