Ceist:

71 Mrs. Owen asked the Minister for Public Enterprise when she will implement the EU Directive on postal services; if the committee established by her Department has reported on the examination of this directive; whether the private courier type companies (details supplied) are represented on that committee; and, if not, if she will consider their representation on the committee. [22409/97]

The EU Directive on Common Rules for the Development of the Internal Market of Community Postal Services and the improvement of Quality of Service was adopted at the Council of Telecommunications Ministers meeting on 1 December last. The Directive will appear in the European Commission Official Journal in early 1998 and member states will have one year from the date of publication to transpose the Directive into national law. I am confident that the Directive will be transposed into Irish law within that period.

In September of this year, my Department invited representatives of An Post and the Irish Association of International Express Carriers to partake in an ad hoc group to discuss the implications of the Directive for the postal sector. This group will continue to be consulted about the Directive.
