66 Mr. Higgins (Dublin West) asked the Minister for Health and Children if the Minister of State at his Department is to travel to Romania; if so, if it is intended to reach agreement on matters relating to the adoption by Irish couples of Romanian children; when the visit is to take place; the matters to be agreed; the implications, if any, for couples who have applied to adopt Romanian children; and if he will make a statement on the matter. The terms of the new

Co-operation Agreement with the Romanian Committee for Adoptions as laid before the Dáil on Friday, 30 January were approved by the House on Wednesday, 4 February. It is my intention to travel to Romania to sign the agreement in the middle of this month. During my visit I also intend to discuss the procedures which will obtain to implement the agreement and practical arrangements to facilitate those who wish to adopt from Romania including those who have already applied to adopt from that country.
