49 Mr. J. Bruton asked the Minister for Education and Science the duties of a remedial teacher in a national school by comparison with those of a class teacher in a similar school; the criteria used in determining whether remedial teaching is necessary for a particular pupil; the extent and method of communication to parents of this information; and the criteria for the distribution and redistribution of remedial teachers between schools in view of improved or disimproved levels of education performances in schools requiring remediation. It is the responsibility of the class teacher to identify pupils who have clearly observable difficulties in acquiring basic skills in literary and-or numeracy. The class teacher has the primary responsibility for teaching these pupils. The role of the remedial teacher is to support and advise the class teacher, to diagnose the specific strengths and weaknesses of pupils who have difficulties and to give appropriate teaching to them in those areas.

The criterion used to determine a pupil's appropriateness for remedial teaching is that she-he functions at or below the tenth percentile on a standardised test of reading and-or mathematics. This means that the pupil functions in the lowest performing 10 per cent of pupils relative to his-her chronological age.

It is the responsibility of the principal of the school to communicate directly with parents, or to delegate the responsibility to the class or remedial teacher, in regard to all matters concerning pupils who need remedial teaching. This is usually done through meetings with individual parents. The criterion used for the distribution and redistribution of remedial teachers between schools is the number of pupils in those schools who are functioning at or below the tenth percentile on standardised tests of literary and-or numeracy.
