Written Answers. - Fishing Fleet Modernisation.

44 Mr. Durkan asked the Minister for the Marine and Natural Resources the extent to which the catch capacity of the Irish fleet is likely to be expanded in the next three years; the headings under which this expansion is likely to occur; the degree to which an increase in ancillary facilities is planned in conjunction with any expansion; and if he will make a statement on the matter. The scope for expansion of the catch capacity of the Irish fishing fleet over the next three years will be determined by a number of key factors, notably the tonnage/effort parameters for the fleet to be met under the national programme for MGP IV up to end 2001. EU decisions year to year on the level of total allowable catches (and by extension the national quotas), which take into account conservation, sustainability and economic considerations, will also influence the scope for expanding catch capacity. Within those parameters, my objective is to enhance the capacity and efficiency of the whitefish fleet and the quality of landings in particular to allow for full and effective take up of available quota opportunities and to develop new opportunities in non quota species. I will also be working to ensure that all potential catch opportunities in quota and non quota pelagic species in EU and international waters as well as under EU agreements with third countries are maximised for the existing pelagic Irish fleet.

The fleet modernisation programme under the Fisheries Operational Programme and my recently announced plans for capital grant aid and tax incentives for new whitefish vessels will support investment to deliver a safer, more competitive and efficient whitefish fleet capacity. The corollary of increased high quality fish landings is the need to ensure the necessary onshore infrastructure and services to the fleet as well as continued expansion in fish processing capacity which will deliver added value job creation, quality and competitiveness. Catches and landings must be closely matched to onshore demand thus ensuring a proper synergy between producers and market requirements. In light of this strategic objective, I am working to deliver the necessary additional funding to support investment in onshore and processing facilities.
