72 Mr. Allen asked the Tánaiste and Minister for Enterprise, Trade and Employment if a recipient of a British National Health Service payment is entitled to avail of community employment schemes in the normal way. [8294/98]

The Deputy will be aware that community employment is a labour market reintegration scheme, which exists to facilitate long-term unemployed people on the Live Register return to work. Certain other categories of person are also eligible to participate in community employment. These include persons with a disability certified by the NRB as capable of benefiting from an open training or employment programme. If the individual concerned believes they have such capacity they should apply to the NRB for certification. It will then be up to the NRB to establish eligibility, having regard, inter alia, to the individual's employment history and current social insurance status.
