I propose to take Questions Nos. 46 to 48, inclusive, together.

No payments under the CAP schemes were made in relation to forestry prior to 1993. The following tables show payments made to farmers, Coillte and other non-farmers in relation to afforestation grants and premiums in the years 1993 to 1997.

Payment data prior to 1997 did not distinguish between full-time and part-time farmers. Such data, in relation to 1997, will be forwarded to the Deputy shortly.

Due to exceptional circumstances at end 1997, approximately 2,500 hectares afforested by Coillte in 1997 were not grant aided until early 1998.

Ceist:

50 Mr. Finucane asked the Minister for the Marine and Natural Resources when individuals, whose plantations have been classified as shell marl cases, will receive grant aid to return these sites to grass. [10226/98]

The shell marl problem manifests itself differently on different sites. A technical examination of all such sites is therefore necessary and is currently under way. The owners of affected sites have been given permission to return such areas to agricultural use and have been advised to apply for aid under the REPS or the area aid scheme. It is expected that the technical examination will be completed by end June, following which payment will issue as appropriate.

51 Mr. Finucane asked the Minister for the Marine and Natural Resources the action, if any, he will take in relation to the pioneers of forestry in the country who planted under the western package and the Forestry Operational Programme and who are receiving much lower annual premiums than those who planted under the CAP scheme. [10227/98]

Eligible farmers who planted under the western package and Forestry Operational Programme schemes receive annual premiums which are significantly lower than those applicable under the CAP scheme.

Efforts by my predecessors to improve the situation of farmers paid under the earlier schemes have to date been turned down by the European Commission. I am nevertheless having the matter looked at afresh.
