Request to move Adjournment of Dáil under Standing Order 31.

I propose to deal with a notice of motion under Standing Order 31 from Deputy Jim Higgins. I now call on Deputy Higgins to state the matter of which he has given notice to me.

(Mayo): I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the decision by the Government not to fulfil its commitment in Partnership 2000 to implement the EU directive on parental leave by the promised date of tomorrow week, 3 June 1998, the failure to meet the EU deadline for the introduction and implementation of the directive and the urgent need to clarify whether the European Commission has acceded to the Government's request to delay introducing the directive in order to head off possible legal challenges in the Irish courts or at the European Court of Justice.

Having considered the matter fully, I do not consider it to be contemplated by Standing Order 31 and, therefore, I cannot grant leave to move the motion.
