Vol. 491 No. 3

Written Answers. - Communications Masts.

John McGuinness

Ceist:

267 Mr. McGuinness asked the Minister for Health and Children if he will make a statement on the health risk associated with telecommunications masts which are in use or being constructed around the country, in view of the public concern expressed by protest groups and the public at large. [11652/98]

Rory O'Hanlon

Ceist:

278 Dr. O'Hanlon asked the Minister for Health and Children the position of the World Health Organisation on the provision of mobile telephone masts; and if he will make a statement on the matter. [11749/98]

I propose to take Questions Nos. 267 and 278 together.

I am aware of public concern about possible adverse health effects from exposure to radiation emissions from telecommunications masts associated with mobile phone systems. All significant research in this area is monitored by the Department of Public Enterprise with which my Department liaises on the human health aspects. The general body of scientific evidence to date has not established a definite link between this form of radiation and ill health. Research and studies in this area are carried out on an ongoing basis and medical officers in my Department keep themselves informed of developments.

Telecommunications companies operating here are required to operate within emission limits set by the International Radiation Protection Association in co-operation with the World Health Organisation in 1988. These levels were reviewed in 1996 by the International Commission on Non-Ionising Radiation Protection, an independent scientific body, which endorsed the levels set. Measurements taken here show that emission levels are well below the recommended safety limits.

The Office of Director of Telecommunications Regulation established by the Minister for Public Enterprise monitors licensed operators of telecommunications systems to ensure compliance with all the conditions of their licence, including emission standards. Emissions are to be monitored on a regular and nationwide basis.
