Vol. 491 No. 4

Gas (Amendment) Bill, 1998 [ Seanad ]: Committee and Remaining Stages.

Question proposed: "That section 1 stand part of the Bill."

While I am happy to agree to the section, I raised some fundamental points about third party access not only in relation to a regulator but also in relation to the basis on which BGE produces costs in pricing. In this respect it is very important that the ten year framework is reviewed annually to ensure transparency. I raised the issue of connection charges versus tariffs. I understand the Minister of State is involved in a consultation process and has received submissions. Does he intend to become involved in a political process? When is he likely to reach conclusions on these points and does he intend to notify spokespersons of the outcome of his considerations?

Legislation, which is much more extensive and necessary for the whole gas industry is in the offing. I appreciate the Deputy's points to which he wishes to get answers. However, this is a confined Bill and we will address them in the forthcoming legislation.

Will that legislation be introduced this year?

I doubt it.
