Broadcasting and Other Media (Public Right of Access and Diversity of Ownership) Bill, 1998: First Stage.

I move:

That leave be granted to introduce a Bill entitled an Act to provide for public rights of access to certain broadcast events of major importance to society and to give effect to Article 3a of Council Directive 89/552/EEC on the co-ordination of certain provisions to be laid down by law, regulation or administrative action in member states concerning the pursuit of television broadcasting activities, as inserted by Article 4 of Directive 97/36/EC of the European Parliament and of the Council of 30 June 1997; and to amend the Competition Act, 1991, to provide for diversity of ownership in broadcasting and other media, and to provide for related matters.

Is the Bill opposed?

Since this is a Private Members' Bill, Second Stage must, under Standing Orders, be taken in Private Members' time. Deputy Higgins should, therefore, move that Second Stage be taken in Private Members' time.
