Written Answers. - Free Movement of Persons.

Ceist:

65 Dr. Upton asked the Tánaiste and Minister for Enterprise, Trade and Employment her views on the Veil report of the European high level panel on freedom of movement; and the recommendations, if any, she supports and will press for at European level. [14604/98]

The report of the high level panel on the free movement of persons — Veil report — concluded that most of the legal measures required to make a reality of the right to free movement were already in place but that some flaws and lacunae still existed in the legal framework.

The right to free movement of workers, as set out in the Treaty, includes the right for any European Union citizen to enter the territory of any member state to work or to look for work.

Arising out of the Veil report the European Commission presented an action plan to the Council for the reinforcement of free movement of workers which was designed to place the issue within the overall economic, social and political process of European integration.

The Commission has now produced proposals for the amendment of the Regulations governing the area (Nos. 68/360 and 1612/68) and these are being considered by the technical and advisory committees on freedom of movement for workers.

My Department is considering, in consultation with the Department of Justice, Equality and Law Reform, the position to be adopted in relation to the changes proposed.
