157 Mr. Penrose asked the Minister for Agriculture and Food if headage payment will be made to a person (details supplied) in County Cavan; and if he will make a statement on the matter. [22346/98]

The area aid application of the person named has been processed and any payments due will issue as soon as possible.

Jimmy Deenihan

Ceist:

158 Mr. Deenihan asked the Minister for Agriculture and Food the reason a person (details supplied) in County Kerry received a reduced suckler cow payment; and if he will make a statement on the matter. [22347/98]

The area aid application from the person concerned was received on 2 June 1998. The closing date for receipt of applications was 15 May 1998. A late penalty of 1 per cent per working day is imposed on late applications giving a total penalty of 11 per cent.

159 Mr. Deenihan asked the Minister for Agriculture and Food the reason a person (details supplied) in County Kerry did not receive a full suckler cow payment for four cows; and if he will make a statement on the matter. [22348/98]

The person named applied for suckler cow premium for small scale milk producers on four cows on 5 June 1998 and declared that he had a total of 23 cows in his herd. His milk quota is recorded as 20,510 gallons.

Under paragraph 2 of the terms and conditions of the suckler cow premium scheme for small scale milk producers applicants must have suckler cows surplus to the cows needed to produce those quotas.

The person named is deemed to require 22.86 cows to produce his milk quota — i.e. milk quota of 20,510 divided by the national average yield of 897 gallons and as he declared a total of 23 cows in is herd he is only entitled to suckler cow premium on 0.14 suckler cows. An advance payment of £15.07 was made to him on 21 October 1998.
