236 Mr. Higgins (Dublin West) asked the Minister for Health and Children if, further to Parliamentary Question No. 427 of 30 September 1998 in relation to congenital abnormalities in the vicinity of existing or closed rubbish dumps and landfills, his attention has been drawn to the 1979 report into toxic waste arising and disposal prepared for and presented to him in 1979. I have had inquiries made of the Department of the Environment and Local Government and I understand that an unpublished report, in draft form, was prepared by the then Institute for Industrial Research and Standards into the disposal of toxic and problem waste in Ireland. The report was prepared in 1979 for the Industrial Development Authority and the Department of the Environment and is not available in my Department.
