Written Answers. - Defence Forces Representative Associations.

asked the Minister for Defence the steps, if any, he has taken to rebuild trust and a negotiating relationship between himself and PDFORRA following its recent annual conference; and if he will make a statement on the matter. [22728/98]

The framework for negotiations with the representative associations, including PDFORRA, is set out in the conciliation and arbitration scheme to which both associations and the Department subscribe. This scheme also sets out the range of subjects which come within the scope of representation. The successful operation of the scheme requires both sides to adopt a realistic and constructive attitude. In any industrial relations forum, tensions may arise if either side approaches the negotiating table with unobtainable expectations on issues which fall outside the parameters of the C & A scheme.

I welcome the call by the president of PDFORRA, on closing this years conference, that both sides look to the future in resolving outstanding issues. I believe that the new C & A scheme negotiated as part of the recent pay agreement and the opportunities presented by the Partnership 2000 agreement will enable future negotiations take place in a spirit of understanding and trust.
