John McGuinness

Ceist:

83 Mr. McGuinness asked the Tánaiste and Minister for Enterprise, Trade and Employment if there is a list of applicants at clerical officer level within her Department who wish to locate in County Kilkenny; the way in which this list is prioritised; the number of transfers granted from the list to County Kilkenny; if the list will be depleted in view of the new decentralised offices in Kilkenny; her views on the present system; and the changes, if any, planned in this regard. The Patents Office in my Department is located in Kilkenny and consequently my Department has a central transfer list for clerical officers wishing to transfer to that office. The list is prioritised by the date of application. To date, no transfers have been granted from the list. While people will come off the list as vacancies arise the list is unlikely to be significantly reduced in the near future as the Department continuously receives applications.

The present system operated by my Department is similar to methods in place in other Departments. The interests of staff are safeguarded as the system is operated with the agreement of the trade union concerned and there are no plans to make any changes. However, from time to time the system can be reviewed with a view to change and improvement.

84 Mr. McGuinness asked the Tánaiste and Minister for Enterprise, Trade and Employment the number of personnel transferred to Kilkenny city as part of the recent decentralisation programme; the number of employees the new building at Hebron Road, Kilkenny will cater for; and the number that have taken up employment to date. The Patents Office of my Department was recently decentralised to the offices at Hebron Road in Kilkenny. Other Departments have relocated or intend to relocate staff to Hebron Road. In so far as my Department is concerned, the following is the information sought.

Sixty-two members of staff transferred with the Patents Office. The Patents Office at Hebron Road will have a full complement of 68 members of staff, so far 63 have taken up duty there. Recruitment of the remaining staff is at an advanced stage and should be finalised in the new year.
