292 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid 1998 cattle and sheep headage. [1141/99]

Minister for Agriculture and Food (Mr. Walsh): Payment of the 1998 cattle headage was made to the person named on 31 December 1998 and payment of the 1998 sheep headage will be made shortly.

Payment of £324 under the 1998 cattle headage scheme has now issued to the person named.

The person named was paid his full entitlement of £1,178 under the 1998 cattle headage scheme on 21 January 1998. The person named submitted one ten month special beef premium application in respect of 23 animals and one 22 month special beef premium application in respect of one animal on 15 May 1998. Due to a problem with the applicant's area aid details, payment did not issue because the stocking density had been exceeded. The matter has now been resolved and manual payments of £1,658.99 in respect of the ten month application and £72.13 in respect of the 22 month application are currently being prepared.

A query arose in relation to parcels of land that were also being claimed by other herdowners. Maps issued to the herdowners concerned and the query has been resolved. The area aid application for the person named is now finalised. Payment in respect of headage and premia will issue as soon as possible.

The person named was paid £785.28 under the 1998 suckler cow scheme on 26 November 1998. He was paid £772.94 under the 1998 cattle headage scheme on 20 January 1999.

The problem on the area aid application of the person named is due to the commonage shareholders cumulatively claiming an area in excess of the gross area of the commonage. The person named has been contracted requesting documentation to support his claim on the commonage. The area aid application cannot be finalised, and, consequently cattle and sheep headage cannot issue until this documentation is submitted.

299 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid 1998 cattle headage, suckler cow and a special beef premium. [1171/99]

Applications were lodged by the person named on 28 May 1998 under the suckler cow premium cattle headage schemes. At an on-farm inspection, it was disclosed that one animal had died within the retention period and this fact had not been notified to the Department. Accordingly, the person named has been informed in writing that he will receive a reduced payment under the cattle headage scheme. The matter was appealed and the outcome of the appeal was to uphold the original decision.

On this basis, payment has been approved under both schemes and the cheques should issue shortly. Advance payment issued on 8 December 1998 in respect of his application under the ten month special beef premium scheme.

Headage and premia due to the person named are the subject of a court order taken out by the ACC Bank and consequently must be paid over to that body .

The person named applied on three cows under the 1998 cattle headage scheme and the 1998 suckler cow scheme. The three cows were listed as beef cows on the application form, but at an inspection carried out on 23 July 1998 two of the cows were deemed to be Friesian cows which do not qualify under the cattle headage scheme for the high rate of grant and are ineligible under the suckler cow scheme. The person named was informed by my Department that he would not receive payment under either scheme for 1998. He has sought a review of this decision and his appeal is currently being considered. He will be notified of the result of the review as soon as it is completed.

303 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Galway will have his appeal for 1998 cattle headage and suckler cow premium finalised. [1183/99]

The herdowner lodged an appeal on 18 November 1998 concerning his 1998 cattle headage and suckler cow premium application. Appeals are dealt with in the order in which they are received and require individual examination. The appeal will be examined shortly and the herdowner will be notified of the outcome.

304 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive payment under the 1998 fodder aid scheme. [1184/99]

In order to qualify under the 1998 winter fodder scheme a producer had to have a herd number in one of the designated DEDs and (a) have lodged an application under the 1998 suckler cow premium scheme and have suckler cow quota, or (b) have mountain grazing on the 1997 area aid application and have an application submitted under the 1998 sheep headage scheme, or (c) have a permanent milk quota of 35,000 gallons or less on 1 April 1998.

Since the person named, although having a herd number in a designated DED, did not lodge any applications and did not have a milk quota he did not qualify for aid under the winter fodder package for 1998.

306 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive compensation under the fodder aid scheme. [1194/99]

In order to qualify under the 1998 winter fodder scheme a producer must be resident and have a herd number in one of the designated DEDs. The DEDs were designated on the basis of an examination by Teagasc of areas most affected by the bad weather. As the person named did not fulfil this criteria he did not qualify under the winter fodder scheme 1998.

The area aid application for the person named has been processed. Payment in respect of sheep headage will issue as soon as possible.

The additional land parcel information supplied by the applicant has now been processed and payment on the amended area will issue as soon as possible.
