310 Mr. Noonan asked the Minister for Agriculture and Food if a full grant will be paid to a person (details supplied) in County Limerick in respect of three animals for which a reduced grant was paid on the grounds that an area aid certificate was not supplied by the person; and if he will make a statement on the matter. The person concerned submitted a ten month special beef premium application on 5 February 1998 in respect of three animals. As the applicant did not submit a 1998 area aid application form he is only entitled to payment on a maximum of 15 livestock units. However, his milk quota of 13,099 gallons accounts for 14.603 livestock units, leaving only 0.397 livestock units available for payment in respect of special beef premium animals. Some 0.397 livestock units translates into 0.66 animals. Payment in respect of 0.66 animals issued on 15 December 1998.
311 Mr. Perry asked the Minister for Agriculture and Food if 1997 and 1998 suckler cow, area aid extensification and headage payments will be made to a person (details supplied) in County Sligo in view of the fact that all his farming operation has been passed and all legal documentation is in place; if any outstanding area aid difficulties will be resolved; and if he will make a statement on the matter. Applications were lodged by the person named under the 1997 suckler cow premium/cattle headage schemes on 30 May 1997 and in respect of the 1998 schemes on 27 May 1998. The person named was not a registered herdowner. Following examination of the case the person named was assigned a herd number in November 1998. Subsequently, his claims were processed and payment approved in respect of all outstanding grants. These payments will issue shortly.
313 Mr. Flanagan asked the Minister for Agriculture and Food if a REP scheme payment will be sanctioned for a person (details supplied) in County Laois; and if he will make a statement on the matter. [1244/99]
The person concerned was accepted into the REP scheme on 1 December 1995 and received a first year payment on 5 December 1995. His spouse subsequently submitted a separate REPS application on land which she had leased from her husband.
The REP scheme conditions specfically prevent the creation of holdings to draw down or increase payments under the scheme. The applicants were informed on 9 June 1998 that as all lands being farmed were considered to be one unit they should be incorporated into one agri-environmental plan. The person named above was also requested to include in this plan land previously not declared by him for REPS.
Subsequently, further documentation submitted by the applicants was examined by officials of my Department but was found not to constitute evidence of separate management. Pending the receipt of a revised plan, no further payment can be considered.
314 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive a 1998 fodder losses compensation payment. [1271/99]
In order to qualify under the 1998 winter fodder scheme a producer must be resident and have a herd number in one of the designated DEDs. The DEDs were designated on the basis of an examination by Teagasc of areas most affected by the bad weather. As the person named did not fulfil this criteria she did not qualify under the winter fodder scheme 1998.
315 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive a 1998 fodder losses compensation payment. [1272/99]
The person named was paid his full entitlement of £240 on 18 December 1998 under the winter fodder scheme 1998. In accordance with the scheme criteria, the payment was calculated on the basis of £40 each in respect of the six suckler cows applied on under the 1998 suckler cow premium scheme.
316 Mr. Ring asked the Minister for Agriculture and Food if a person (details supplied) in County Mayo will be compensated under the fodder losses scheme in view of his losses and in spite of his location on a district electoral division which was not originally included for payment under this scheme.
