363 Mr. Naughten asked the Minister for Agriculture and Food the number of people on a county by county basis who received the installation aid grant; and if he will make a statement on the matter. [1606/99]

The person named will be paid his entitlement under the 1998 cattle headage scheme within the next two weeks.

365 Mr. M. Brennan asked the Minister for Agriculture and Food when maps in relation to an area aid query will be issued to a person (details supplied) in County Sligo. [1608/99]

Maps issued to the person named on 3 November 1998. On foot of the above information stating that the maps were not received, a duplicate set of maps issued to the applicant on 27 January 1999. Processing of this application will be completed when these maps are returned to the area aid unit completed as requested.

366 Mr. M. Brennan asked the Minister for Agriculture and Food when maps in relation to an area aid query will be issued to a person (details supplied) in County Sligo. [1609/99]

Maps issued to the person named on 3 November 1998. However, it was recently brought to the attention of the area aid unit that the maps had not been received by the applicant. On foot of this information, a duplicate set of maps issued to the applicant on 19 January 1999. This application will be processed when these maps are returned to the area aid unit.

367 Mr. M. Brennan asked the Minister for Agriculture and Food when an area aid query will be rectified and headage payments made to a person (details supplied) in County Sligo. [1610/99]

The maps submitted by the person named have been processed in the area aid unit. However the digitising of these maps created an overclaim on land with an adjoining farmer. Maps have been issued to both parties concerned in order to resolve this matter.

368 Mr. Yates asked the Minister for Agriculture and Food if a 1998 REP scheme payment will be expedited for a person (details supplied) in County Wexford; when payment will issue; and the amount in this regard. [1611/99]

This application was chosen at random for a compliance inspection. This inspection took place on 12 January 1999. The application is currently being processed for payment.

369 Mr. Yates asked the Minister for Agriculture and Food if a person (details supplied) in County Wexford will have all area and arable payments issued; if he will clarify the problem in relation to him receiving the full payments to date; and if it will be resolved expeditiously. [1612/99]

The area aid application of the above named person was processed but due to an error in the process of scanning the application, payment issued on a reduced area. The error has now been rectified and payment will issue on the correct area as soon as possible.

370 Mr. Yates asked the Minister for Agriculture and Food if special beef premium payments will be made to a person (details supplied) in County Wexford; the reason for the problem in this regard; and if it will be resolved. [1613/99]

Following digitising of the land on the area aid application of the person named, an overclaim arose on one of the parcels. The application has been processed taking account of the overclaim and payments calculated on a reduced area will issue shortly. However, maps have issued to the person named to afford him an opportunity to check that the land parcel boundaries are correctly digitised.

371 Mr. Yates asked the Minister for Agriculture and Food if headage payments on ewes will be made to a person (details supplied) in County Wexford; the reason for the problem in relation to an overclaim on a particular parcel of land; if it will be rectified; and, if so, when it will be rectified. There was an overclaim on a parcel which caused a delay in the processing of the area aid application of the person named. The query in relation to this overclaim has been resolved and the area aid application is now fully processed. Outstanding headage payments due on ewes will issue as soon as possible.

372 Mr. Yates asked the Minister for Agriculture and Food when outstanding area aid payments for persons (details supplied) in County Wexford will be issued; and the amount of payment due in this regard. [1615/99]

A cheque for £8,844.28 issued to the herdowner on 13 January 1999.

374 Mr. Ring asked the Minister for Agriculture and Food if a person (details supplied) in County Mayo will receive compensation for his fodder losses. [1617/99]

In order to qualify under the 1998 winter fodder scheme a producer had to have a herd number in one of the designated DEDs and (a) have lodged an application under the 1998 suckler cow premium scheme and have a suckler cow quota, or (b) have mountain grazing on the 1997 area aid application and have an application submitted under the 1998 sheep headage scheme, or (c) have a permanent milk quota of 35,000 gallons or less on 1 April 1998.

While the person named lodged an application under the suckler cow premium scheme he had no suckler cow quota. Neither did he apply for sheep headage or have a milk quota and accordingly he did not qualify for aid under the winter fodder package for 1998.

375 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive 1998 cattle headage and a suckler cow premium. [1618/99]

There was an overclaim associated with this case which it was possible for my Department to resolve. The area aid application for the person named has been processed. Any outstanding payments due will issue as soon as possible.

376 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive 1998 sheep headage, a top up grant, fodder losses compensation and payment under the cull ewe scheme. [1619/99]

The area aid application of the person named was selected for inspection. The processing of the application will be completed on the basis of the results of this inspection and any payment due in respect of sheep headage including top up will issue as soon as possible.

Under the 1998 ewe supplementary measure the position is that some £5.294 million has been paid to 5,327 sheep farmers. All of these payments were made before 31 December 1998. There are, however, a small number of farmers, including the person named, whose eligibility under the ewe supplementary measure and the winter fodder scheme was not established by 31 December 1998. These cases are currently being examined and payment will be made in eligible cases as soon as possible.

In so far as the winter fodder payment is concerned the position is that the person named is one of a small number of sheep headage applicants who were not paid a fodder supplement by 31 December 1998 because of difficulties associated with determining the overall amount of mountain grazing available to them. These cases are currently under examination with a view to making any outstanding fodder payments due as soon as possible.

377 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive the £10 per animal payment on the 70 per cent of his flock not culled. [1620/99]

378 Mr. Aylward asked the Minister for Agriculture and Food the reason for the delay in payment of cereal aid on turnip rape to a person (details supplied) in County Laois. [1637/99]

The delay in issuing payment of cereal aid on turnip rape to the person named was due to the fact that total areas declared were not entered by the applicant on the front of the application form. This problem has been rectified and payment will issue as soon as possible.

379 Mr. Aylward asked the Minister for Agriculture and Food the reason for the delay in having payment made under the five year setaside scheme to a person (details supplied) in County Kilkenny. [1638/99]

An initial payment was made to the person named in October 1998 under the arable aid scheme. A further payment representing the additional moneys due under the five year setaside scheme issued on 15 January 1999.

A difficulty arose in relation to plots on the area aid application for the person named. The query has now been resolved and the area aid application for the person named has been finalised. Any outstanding payments due will issue as soon as possible.

383 Cecilia Keaveney asked the Minister for Agriculture and Food the position in relation to a headage grant payment for a person (details supplied) in County Donegal. [1655/99]

Queries have arisen in relation to parcels of land that are also being claimed by other herdowners. Maps have issued to the herdowners concerned aimed at resolving the matters. The finalisation of the persons area aid application will be completed when these dual claims have been resolved.

387 Mr. Creed asked the Minister for Agriculture and Food if he can confirm receipt of a 1998 area aid application from a person (details supplied) in County Cork; and if arrangements will be made for immediate payment of 1998 cattle headage. [1672/99]

There is no record of receiving an area aid application from the person concerned.

388 Mr. Creed asked the Minister for Agriculture and Food if a person, by virtue of the amount of land included in his area aid application which is in the disadvantaged area, is entitled to payment of cattle headage on 30 beef cow animals; and if arrangements will be made for the payment of the outstanding balance in view of the fact that to date he has received payment of beef cow headage on 18 animals. [1673/99]

The person named was paid his full entitlement of £1,353.98 under the 1998 beef cow scheme based on his forage area situated in the less severely handicapped areas, as declared on his 1998 area aid application. He is not entitled to payment under the cattle headage scheme as he declared no forage area in the more severly handicapped areas.

The DEDs were designated on the basis of an examination by Teagasc of areas most affected by the bad weather. As the person named did not fulful the criteria he did not qualify under the winter fodder scheme 1998.
