297 Mr. Allen asked the Minister for Tourism, Sport and Recreation the organisations that have applied for recognition for funding purposes; the criteria used in their applications; the date the application for recognition has been received by his Department; and, in the case of each association, if he has met them personally to hear their case. I propose to take Questions Nos. 297 and 298 together.

The following organisations have applied for recognition for funding purposes under the scheme for national governing bodies of sport: The Irish Martial Arts Commission, June 1995; ONAKAI (Official National Amateur Karate Association of Ireland), September 1996; Irish Taekwondo Union, November 1996; Contract Bridge Association of Ireland, April 1988; Irish Aviation Council, April 1998. Ski Association of Ireland 20 July 1995; National Ploughing Association of Ireland, June 1995; Irish Parascending Association, 12 November 1997; Irish Pool Association, 1 July 1998; Irish Rugby League, 4 December 1998, and the Model Aeronautics Council of Ireland, Summer 1993.

As I have already stated in the House my priority has been to prepare the legislation for the establishment of the new statutory Sports Council which will provide a framework for the future execution of sports policy, including policy in relation to sports bodies.

The recognition of individual sports and recreational activities, including bridge, will be a matter for the new Sports Council to consider in the context of its statutory remit. As the Deputy will be aware, the House has recently completed the second stage of the legislative process on the Irish Sports Council Bill, 1998.
Meanwhile, current criteria for use in determining recognition for funding purposes of bodies as set out in sections 15 and 16 of my Department's Freedom of Information Reference Book" are currently being reviewed so that the new statutory council will be in a position to address the recognition issue, and outstanding applications, as soon as possible after establishment.
All current applicants have been in contact with the executive chairman of the Irish Sports Council while I have personally met, at their request, with the Contract Bridge Association and informed them of my general approach to the recognition of sports and recreational acitivities.

I propose to take Questions Nos. 299, 300 and 301 together.

In pursuance of the Government's policy to help to overcome the isolating effects of social exclusion in disadvantaged areas it has been agreed with the Gaelic Athletic Association, the Football Association of Ireland and the Irish Rugby Football Union to provide funding specifically to them for suitable proposals for pilot initiatives to increase participation in their sports in such areas.

Officials of my Department are currently in dicussion with representatives of the GAA to further refine their proposals for disadvantaged areas, for which funding of up to £150,000 has been allocated, £40,000 of which was included in 1998 grant payments to the GAA. Planning and development of the pilot projects is well advanced at this stage. Cities identified are Cork, Limerick, Waterford, Galway and Dublin, and it now remains for the GAA to finalise exact locations before individual projects get up and running.
An initial submission has also been received from the FAI and I understand that a proposal is expected shortly from the IRFU.
Pending agreement on the details of their proposals with the three bodies, it is not possible to be specific as to the areas where the projects will be located and the exact level of funding which will be required in 1999.
The executive chairman of the Irish Sports Council has met with all three organisations and is closely monitoring developments, with a view to having pilot projects in all three codes in place as soon as possible.

In addition to these allocations an amount of £964,365 was also allocated to national governing bodies of sport in respect of their high performance players-athletes participating in the 1998 international carding scheme. The financial allocations to national governing bodies of sport for 1999 are currently being finalised in consultation with the Irish Sports Council.
