Beverley Flynn

Ceist:

213 Ms Cooper-Flynn asked the Minister for Agriculture and Food if a person (details supplied) in County Mayo who has purchased commonage in 1998 can have it included for REP scheme purposes. [7948/99]

The new REPS measure on the conservation of natural heritage applies to natural heritage areas, special areas of conservation, special protection areas and commonages. In order to qualify for the new measure, farmers or successors in title who own commonage shares and/or grazing rights must have declared the commonage for area aid in 1997 or 1998 and either held quota rights or lodged an application for livestock premia/headage in those years. In the case of farmers with less than 15 livestock units who have not made an area aid application, they must provide evidence acceptable to the Minister that in 1997 or 1998 they farmed the commonage and either held quota rights or lodged an application for livestock premia/headage.

As the person referred to in the question does not appear to meet the above criteria, I regret that payments under the REP scheme cannot be made in relation to the commonage purchased by him in 1998.

Ivan Yates

Ceist:

214 Mr. Yates asked the Minister for Agriculture and Food if he will clarify details of the operation of the fodder relief scheme in relation to a severely disadvantaged area (details supplied) in County Wexford; the reason only some persons in the district electoral division have been paid moneys; and if suckler cow applicants are covered under the scheme. [7950/99]

The 1998 fodder scheme was targeted at the worst affected district electoral divisions as identified in a survey carried out by Teagasc in September last. The following counties were involved: Cavan, Clare, Cork, Donegal, Galway, Kerry, Leitrim, Limerick, Longford, Mayo, Roscommon and Sligo.

All sheep farmers with mountain grazings under the sheep headage scheme received benefit under the scheme, as well as suckler cow producers and small dairy farmers – with milk quotas of less than 35,000 gallons – in the designated DEDs. Payments were made automatically to qualifying farmers.

The person in question (details supplied) was not eligible for assistance as suckler cows in this area did not qualify for payment.

Ulick Burke

Ceist:

215 Mr. U. Burke asked the Minister for Agriculture and Food when a tuberculosis eradication grant will be paid to a person (details supplied) in County Galway; and if he will make a statement on the matter. [7951/99]

Following disinfection of the holding by the person named on 10 March 1999, reactor grants have been processed by the local district veterinary office. Payment will issue shortly.

John Browne

Ceist:

216 Mr. Browne (Wexford) asked the Minister for Agriculture and Food the reason for the delay in issuing premia payments to a person (details supplied) in County Wexford; and if he will make a statement on the matter. [7965/99]

The area aid application of the person named was processed but due to incorrect information on the application form it was processed with penalties. This resulted in the person named receiving no premia payments. However, the information in question has now been clarified and outstanding payments will issue as soon as possible.
