Payments and receipts relating to capital projects are reflected in the local authoritiesWP extended char 4,28 capital accounts. The following table sets out the position as at the end of 1997 – the latest date for which the full information is available. The balance on the capital account represents the net position at the end of that year. Both the credit and debit balances can be of a temporary nature, awaiting either Departmental approval for schemes, relending for housing purposes and the payment of contracts.
