581 Mr. R. Bruton asked the Minister for Education and Science if he will review the position of teachers on the panel with regard to their right to be considered for all temporary substitute positions including those of less than eight hours; and if he will make a statement on the matter. [7659/99]

I understand the Deputy's question relates to primary teachers. There are two specific categories of panels at primary level.

The main panel is made up of permanent teachers whose posts have been suppressed and temporary teachers who have a minimum of five years temporary service. Teachers whose posts have been suppressed and who have not been redeployed at the start of the new school year remain in their old school until redeployed. Such teachers are entitled to payment of full salary while awaiting redeployment.

The supplementary panel is made up of temporary teachers who have between three and five years temporary service. This panel comes into operation only when the main panel is clear.

A temporary teacher on the panel who is awaiting an offer of employment is free to seek employment in any capacity, including temporary or substitute appointments.
