Ceist:

236 Mr. O'Flynn asked the Minister for the Environment and Local Government if his attention has been drawn to the public concern that his Department's driving testers regard driving at less than the speed limit especially in built-up areas as failure to make sufficient progress; if his attention has further been drawn to the fact that this has led to a general practice among driving instructors of teaching or advising learner drivers to drive at or slightly above the legal speed limit for fear of failing their tests due to perceived fail ure to make sufficient progress; his views on whether this is prejudicial to good road safety; the statistics on the proportion of driving tests failed due to failure to make sufficient progress; and if he will issue an instruction to his Department's driver testers that any person driving at five miles per hour slower than a speed limit or at over 50 miles per hour on a road where the national speed limit applies may not be failed for the reason of failure to make sufficient progress. Subject to road and traffic conditions and provided it is safe to do so, driving test applicants are expected to keep up with the normal flow of traffic while observing the speed limit.

Detailed statistical information on the proportion of driving tests failed due to particular faults is not compiled by my Department.
