86 Mr. Callely asked the Minister for Foreign Affairs the issues brought into the public domain during the Stalker inquiry; if he will give details of Mr. Stalker's comments and experience on the lack of co-operation of the RUC and British Army; and if he will make a statement on the matter. The circumstances surrounding the deaths of the six individuals whose deaths in 1982 were the subject of the Stalker/Sampson inquiry have been a matter of deep concern to the Government, and were raised on many occasions through the framework of the Anglo-Irish Intergovernmental Conference. Indeed, in 1988, a special Anglo-Irish Conference was convened at the request of the Government to discuss the decision of the British authorities not to publish the Stalker/Sampson report and not to pursue prosecutions relating to obstruction of justice on the basis of national security.
Mr. Stalker, in his book published in 1988, gave a detailed account of his investigation and his dealings both with the RUC and with the British Army. He alleged that he encountered hostility from individual officers and that there were efforts by RUC officers to frustrate his investigation. However, the report of Mr. Stalker has never been made public, although the Government has repeatedly called for its publication.
