Michael Creed

138 Mr. Creed asked the Minister for Agriculture and Food the reason a person (details supplied) in County Cork has not been paid 1997 suckler cow grants; if an appeal was received on this application; and the current position regarding the appeal. [11954/99]

The person named made an application under the 1997 suckler cow premium scheme in respect of 13 cows on 30 March 1997. Following an on farm inspection carried out on 16 October 1997 discrepancies were discovered which resulted in the person named being debarred from the scheme for two years. He was informed of the decision on 9 December 1997.

The person named made an application to his local livestock office on 1 March 1999 to have the case reviewed. A decision on this review is expected shortly.

139 Mr. Creed asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will be paid 1998 sheep headage in view of the fact that he has returned all the necessary maps. [11955/99]

The area aid application has been processed. However, on checking the application it was found that the person concerned had significantly over-claimed on two parcels of land resulting in an overclaim of 26 per cent for his farm. My Department informed the applicant and he was requested to supply maps showing the full extent of his land. These maps were recently received and showed that all of his land had already been included; EU regulations preclude the making of any area-aid linked payments where the area claimed is in excess of 20 per cent greater than that established As a result there is a 100 per cent penalty applied to the application and no area-aid linked payments can issue to the person concerned for 1998.

140 Mr. Perry asked the Minister for Agriculture and Food the reason a person (details supplied) has not received a fodder payment; if a favourable decision will be made; and if he will make a statement on the matter. [11956/99]

A cheque for £291 was issued on 7 May 1999 to the person named in respect of the special fodder hardship fund scheme. This is his full entitlement under the scheme.
