132 Mr. Perry asked the Minister for Finance if his attention has been drawn to the fact that there is a huge backlog of work held up in the rural renewal schemes tax designated areas which commenced on 6 April 1999 due to the lack of knowledge on the application forms; when the applications will be available; and if he will make a statement on the matter. My attention has been drawn to the delays experienced by potential applicants for tax relief under the rural renewal scheme. I have made arrangements with the Revenue Commissioners for the publication of a explanatory leaflet covering both the tax reliefs available under the scheme and the application process to be adhered to by applicants. The Revenue Commissioners have assured me that the explanatory leaflet will be published and distributed in the very near future. There are no application forms as such for the drawing down of the rural renewal scheme tax incentives, however to claim the relief individuals must have received either a certificate of reasonable cost or a certificate of compliance from the Department of the Environment and Local Government in respect of the project. The preparation and publication of application forms for these certificates is a matter for the Minister for the Environment and Local Government and I am informed that, with regard to the rural renewal scheme, these application forms are being prepared and will be available early next week.
