Request to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business I propose to deal with a notice of motion under Standing Order 31 from Deputy Gormley. I now call on the Deputy to state the matter of which he has given notice to me.

I wish to have the business of the House suspended under Standing Order 31 to debate the following issue of urgent public importance. A survey conducted by MRBI published in The Irish Times today shows that 57 per cent of the Irish people are opposed to a European army.

Has the Deputy seen the opinion poll published in the Evening Herald?

This is despite the support of Fianna Fáil, Fine Gael, the Progressive Democrats and the Labour Party for such an army and the fact that the summit in Cologne on Thursday next, will be the first step towards the formation of a European army.

It is also despite the promises by Fianna Fáil, Fine Gael, the Progressive Democrats and the Labour Party that the Amsterdam Treaty would not lead to the formation of a European army and the loss of Irish neutrality.

Having considered the matter fully, I do not consider it to be one contemplated by Standing Order 31. I cannot grant leave, therefore, to move the motion.
