Ceist:

319 Mr. Penrose asked the Minister for Agriculture and Food the reason for the introduction of Form IX to be completed by applicants for the REP scheme after 1 July 1999 and also by applicants who are entering a new area of land on to their existing REP scheme; if his attention has been drawn to the fact the applicants are required to sign their agreement to whatever terms or conditions are part of the scheme despite the fact these have not been finalised by his Department; and if he will make a statement on the matter. Transitional arrangements for agri-envir onment measures, affecting all member states, were introduced by the European Commission with effect from 30 July. These arrangements require applicants entering REPS from that date to give a commitment to take on the provisions of the new arrangements for REPS which are to be agreed under the Rural Development Plan and Programmes 2000-2006. The Form IX to which the Deputy refers represents the commitment on the part of the applicant which is required by the Commission.
