380 Mr. J. Bruton asked the Minister for Finance when the Office of Public Works presented the plans and legal documentation to the European Commission for the construction of the Food and Veterinary Office at Grange, County Meath; if the documents were present in a form ready for signature and approval; the queries, if any, received from the EU Commission on the documents; and, if no queries have been received, the reasons for the delay in signature of the relevant documents. Plans for the new offices for the European Union Food and Veterinary Office at Grange, County Meath were first sent to the European Commission in June 1996. Following reconsideration of the organisational structure of the proposed office by the Commission, the scheme was amended, at the Commission's request, to incorporate a significant extension and, at the conclusion of this process, revised plans were forwarded to the Commission in July 1998 for approval. A further extended process to finalise the complex legal documentation in response to the Commission's contractual requirements culminated in the legal documentation being forwarded by the Chief State Solicitor to the solicitors for the Commission on 8 July 1999 for execution. Due to the complicated nature of the transaction, the legal documents have continued to be the subject of many technical legal queries from the Commission.

It is anticipated that the final exchange of contracts will take place within a matter of days.
