492 Mr. Shatter asked the Minister for Health and Children if he will give details, in respect of each year for which information is available, of the events sponsored by tobacco companies for which his approval or that of his predecessors was given; the amount of expenditure approved in respect of each such sponsorship and the name of the tobacco company concerned; the limits, if any, imposed on particular sponsorship expenditures; and whether the actual expenditure in respect of individual sponsorships by each of the tobacco companies annually has exceeded, been equal to or less than the expenditure approved by him. The Tobacco Products (Control of Advertising, Sponsorship and Sales Promotion) Regulations, 1991, and the amendments of 1996 restricted the events or activity that could be sponsored by tobacco companies to those events and activities that were being sponsored by companies prior to 1 May 1986. A list of the events and activities, which were sponsored prior to 1 May 1986, is listed below. Since then companies have withdrawn from sponsoring a number of major events. These include Carrolls withdrawing from the Irish Open Golf Championship and the G.A.A. All-Stars Scheme. Players have withdrawn from sponsorship of the Tops of the Town Variety Competition. Approval for expenditure by tobacco companies on sponsorship is not given on an event by event basis but as an overall figure each year.

With regard to reductions in expenditure on sponsorship since 1996 it is policy to cut the approved sponsorship budgets for tobacco companies by a figure of 5 per cent each year with an allowance for inflation. The approved expenditure on sponsorship for 1999 is as follows:
