610 Mr. Penrose asked the Minister for the Environment and Local Government if his Department has received a revised submission from Westmeath County Council seeking grant aid for the refurbishment or renewal of houses at Ennell Court, Mullingar, County Westmeath; if so, if he will give it favourable consideration; when Westmeath County Council will be informed that the necessary approval is forthcoming; and if he will make a statement on the matter. A revised submission for funding under the remedial works scheme has not been received from the council in respect of this estate.

611 Mr. Naughten asked the Minister for the Environment and Local Government the reason an individual applying for a new house grant which was purchased in 1983 must fulfil current criteria and only receive grant assistance at the 1983 rate; and if he will make a statement on the matter. [17998/99]

The rate of payment of a new house grant is that which applies at the date when a house is completed and occupied by an applicant. In this particular case, the rate of grant payable in 1983 was £1,000.

Since April 1990, the payment of new house grants, in common with other grants by public authorities, is conditional on certain details being furnished in relation to the C2 or tax clearance certificate of the contractor who built the house, as part of the Government's measures to tackle the black economy.
