95 Mr. Rabbitte asked the Minister for Foreign Affairs the job description and remuneration package for a person (details supplied) employed by him; the number of days on which the person has attended his Department; the number of written reports he has produced; the tasks he is undertaking; when his contract expires; if it is intended to renew his contract; and if he will make a statement on the matter. I appointed Mr Rory McCabe to advise me on major issues arising in the European Union. The three six-month consultancy contracts were for the periods 2 January 1998 to 30 June 1998, 1 September 1998 to 28 February 1999 and 1 March 1999 to 31 August 1999. The contract has not since been renewed.

The remuneration provided for in each of the contracts was £150 per day, up to a maximum of £3,000 per month, plus VAT less withholding tax. Mr. McCabe was in addition entitled to travel and accommodation expenses and subsistence at normal Department rates for any travel undertaken in connection with his services.

Mr. McCabe has advised me regularly on European Union issues and has provided the agreed services for a minimum of 20 days in each of the months covered by the contract. This advice was provided to the Minister directly and did not entail regular attendance at the Department. There is, accordingly, no record of his attendance at the Department. No written reports were involved.
