887 Mr. Perry asked the Minister for Education and Science if his attention has been drawn to the fact that a person (details supplied) in County Sligo applied under the special need scheme for a re-assessment of his leaving certificate as he suffers from dyslexia; if his Department will re-assess his case and, in particular, his higher level English paper; if this student was treated as a special needs student in all leaving certificate subjects; and if he will make a statement on the matter. The objective in making special arrangements at the certificate examinations for students who have either specific learning difficulties or difficulties which arise from a physical or medical condition, is to ensure as far as possible that such candidates are enabled to demonstrate at the examination their level of ability.

I am sure the Deputy will agree that, in the interests of equity and fairness across the entire body of candidates and indeed to ensure the credibility of the examination system, the work done by students must ultimately be assessed according to the same strictly objective criteria. This is achieved by having a common marking scheme apply to the work of all candidates in a subject and at the same time by ensuring that every effort is made to ensure that full credit is given in accordance with that marking scheme for the work done. In this regard all examiners who have a difficulty in accessing the information given by a candidate are instructed to refer the script to their supervising examiner. This approach is intended to ensure that, notwithstanding any presentational or readability difficulties, every effort is made by the examiner or supervising examiner to ensure that the candidate is given full credit for all work done.

The leaving certificate appeals process exists to provide an aggrieved candidate with an opportunity to have his or her script fully remarked. This is done in accordance with the original marking scheme in the interests of equity and fairness to all candidates. The objective of the appeals process is to detect and correct any error in the original marking and in doing so to ensure that all the examination candidates are treated in a fair and even-handed manner. The appeals process is rigorous and has the integrity to detect and correct any error in the original marking of a can didate's work and to ensure that a candidate is given credit for work done. This includes ensuring that the work submitted is fully assessed.
Officials from the examinations branch of my Department have confirmed that there has been no application for a review of the grade achieved in any of the subjects taken by this candidate.
