Written Answers. - Algerian Conflict.

117 Ms McManus asked the Minister for Foreign Affairs the Government's view on the current situation in Algeria and the outcome of the poll on 16 September 1999; and if he will make a statement on the matter. [17955/99]

The situation in Algeria, although still difficult, is showing some signs of improvement.

On 6 June, the Islamic Salvation Army (AIS) confirmed that its campaign of violence had ended. This was endorsed three days later by the outlawed Islamic Salvation Front.

Legislation has been introduced which offers an amnesty to the AIS rebels and their supporters. On the thirty-seventh anniversary of Algerian independence on 5 July, the amnesty was put into effect and is expected to lead to the release of 5,000 detainees. More recently, a referendum held on 16 September to approve President Bouteflika's moves to achieve peace and civil concord was approved by an overwhelming majority.

I sincerely hope that these positive steps will make possible a process of national reconciliation and reconstruction, bringing to an end the suffering of the Algerian people. Ireland, together with our EU partners, has welcomed the outcome of the referendum which expressed the support of the Algerian people for President Bouteflika's mission of national reconciliation and peace. The European Union has confirmed its readiness to support and encourage the reform process in Algeria, particularly through Euro-Mediterranean co-operation, including the speedy resumption of negotiations on the conclusion of a Euro-Mediterranean association agreement. The EU is also engaged in political dialogue with Algeria and a ministerial level meeting with the EU Troika is due to take place on 3 November.
