239 Mr. Boylan asked the Minister for Health and Children when he intends to establish a tribunal of inquiry into the circumstances of infection of people with both HIV and hepatitis C in view of the fact that the issues to be investigated were agreed in May 1997; the reason for the delay in view of his commitment that the final draft of the terms of reference would return to Cabinet on 30 March 1999; and if he will make a statement on the matter. I signed the order establishing the tribunal of inquiry on 8 September 1999. Her Honour Alison Lindsay, judge of the Circuit Court, has been appointed to be the sole member of the tribunal. The tribunal held its first public hearing on Monday, 27 September and heard applications from persons seeking authorisation to be represented before the tribunal.
