358 Mr. R. Bruton asked the Minister for Education and Science if he will reform the system whereby pay increments in respect of certain degrees are not cumulative where, for example, in the case of a person who has acquired a primary and a secondary degree only one increment is payable. 359 Mr. R. Bruton asked the Minister for Education and Science the reason remedial qualification is not recognised by means of the payment of an additional increment on a salary where a person is applying that skill in remedial teaching. [18783/99]

I propose to take Questions Nos. 358 and 359 together.

The qualifications for which allowances are payable and the rates of those allowances are determined following agreement at the Conciliation Council for Teachers. Under current agreements, degree allowances are payable in respect of one qualification only.

The teacher unions have lodged a claim seeking payment of allowances in respect of additional qualifications, including qualifications in remedial education. This claim is currently being processed at the conciliation council.
