Written Answers - Home-School Liaison Scheme.

Mr. R. Bruton asked the Minister for Education and Science if, in implementing his recent decision regarding home school liaison teachers for disadvantaged schools, he has required the schools to provide a full-time teacher to carry out these details but has only allocated half a post to the school for the purpose, which effectively requires them to reduce their teaching staff by half of a teacher in order to implement this measure. All second level schools designated as disadvantaged have been invited to participate in the home school community liaison scheme this year. Participation in the scheme requires that the school concerned assigns a teacher full-time – 22 hours per week – as home school liaison co-ordinator.

Participating schools which have been allocated disadvantaged posts are required to allocate 0.5 of the disadvantaged post to home school liaison and my Department has allocated an additional 0.5 of a post so that the full-post requirement can be met. The Deputy will note that it is already a requirement of the disadvantaged post that 0.5 of the post be used for home-school duties.

My Department appreciates that certain schools may have difficulty in assigning a teacher full-time to the liaison co-ordinator post in the current school year. It has been agreed that, where this is so, the school concerned may participate in the scheme this year subject to a teacher being assigned to home school liaison duties for a minimum 11 hours per week and an undertaking being given that deployment will be on a full-time basis from the beginning of the 2000-01 school year. Schools that are not in a position to participate in the liaison scheme this year will be invited to participate in the 2000-01 school year provided participation will be on a full-time basis.

367 Mr. R. Bruton asked the Minister for Education and Science if he has refused to exclude the posts of home school community liaison and remedial teacher in the calculation of this retention ratio in respect of his recent decision to reduce the retention ratio in disadvantaged secondary schools from 19:1 to 18:1. [18791/99]

The Deputy will be aware that the package to tackle educational disadvantage which I announced some months ago provided for the appointment of an additional 225 second level teachers in the current school year to enable the move towards the provision of an automatic remedial resource in all schools and home-school-community liaison in all disadvantaged schools.

The package is being resourced by allocating an additional teaching provision to schools which are within quota and lack the appropriate remedial and home-school provision. In the case of schools with over quota teachers who might otherwise be redeployed, this resource is being utilised in the first instance to meet the remedial and home-school needs of the schools concerned.

In the case of schools which have on their staff over quota permanent teachers following implementation of the above package, a retention ratio of 18:1 is applied to determine whether or not these teachers come within the terms of the redeployment scheme. This was stated at the time

of the announcement of the extension of the home-school-community liaison scheme.
